Job/Position DescriptionProgram Specialist IV The Civil Rights Investigator (CRI) is selected by and responsible to the Compliance Director or designee. The CRI performs advanced consultative, mediation facilitation, and technical work relating to equal opportunity and civil rights investigative work in programs and services. The CRI is responsible for coordinating with HHS agencies and programs in the development of policies, guidelines, and procedures related to civil rights compliance; participating in the planning, development, implementation, and evaluation of HHS civil rights programs; conducting discrimination complaint investigations, including conducting intake interviews in order to gather relevant information, providing consultative services and technical assistance to HHS staff, governmental agencies, community organizations, clients, and the general public. This position collects information, analyzes data, and prepares reports including reports of investigation results to ensure adherence to federal and state civil rights requirements. This position participates in preparation of internal reports and management reports; recommends appropriate changes; and prepares written project updates, executive summaries, administrative reports, and policies and procedures. Essential Job FunctionsEJF #1: Develops policies, procedures, and guidelines related to civil rights compliance in employment and service delivery in HHS programs; develops effective techniques, conducts discrimination complaints investigations; conducts surveys, interviews and reviews in order to evaluate compliance with civil rights requirements; collects data, organizes and analyzes operations and reviews reports, recommendations, and justifications; prepares compliance review reports based on interview responses and data; and provides guidance to staff in the development and integration of new methods and procedures. 40% EJF #2: Participates in planning, development, implementation, and evaluation of civil rights programs through interviewing stakeholders, conducting research, and collecting and analyzing data to identify areas needing change. Assists in analyzing programs to develop an action plan for improvement or initiation of new programs; and works with other civil rights staff in determining trends and resolving technical problems. 20% EJF #3: Provides consultative services and technical assistance to programs regarding employment and services related civil rights issues; analyzes information from compliance reviews and discrimination complaint investigations, proposes corrective action plan for improvement, provides assistance to plan and implement effective civil rights requirements; follows up on corrective action plans; prepares training materials and presents training to HHS staff; and prepares regular and special reports for the civil right management team. 30% EJF #4: Participates in the development and maintenance of civil rights policies, procedures, standards and manuals in accordance with CRO objectives and goals; researches and identifies opportunity to increase the effectiveness of current procedures and streamline process to improve efficiency; evaluates findings about specific projects being developed; maintains and applies knowledge of civil rights laws, rules, and regulations, as well as legal developments; and provides consultative services and technical assistance necessary to plan and implement effective civil rights programs. 10%Registrations, Licensure Requirements o https://jobshrportal.hhsc.state.tx.us/ENG/CareerPortal/job_profile.cfm?szOrderID=598567 Copy the URL in the preceding sentence to an Internet Explorer browser to apply to the job directly through the Texas Health and Human Services Career Portal.
